Welcome to EMR Safety

The Electromagnetic Radiation Safety web site has addressed key scientific and policy developments concerning the health risks from exposure to electromagnetic radiation (EMR) and other non-ionizing electromagnetic fields (EMF) since 2013.

This website is curated by Joel M. Moskowitz, Ph.D., School of Public Health at the University of California, Berkeley. To avoid conflicts of interest, I do not promote or endorse any products. Moreover, I have little confidence in most manufacturers' product safety claims even by manufacturers who report independent laboratory test results for their products.

Any use of my name, image, webinars, or website in marketing products is unauthorized and misleading. For more information see Buyer Beware: Cell Phone Radiation-Reducing Products.

With over 250 posts, Saferemr.com provides a curated collection of links to articles about the health risks associated with cell phones, cell towers, 2G thru 5G, Wi-Fi, Smart Meters, electric and hybrid cars, and other wireless devices.

I also report on the manufacturing of doubt about the science by industry-linked scientists and organizations and by government agencies and their support for the inadequate EMF exposure guidelines recommended by the IEEE, ICNIRP, and the FCC.

Key Posts
This web site has had more than 5 million page views by visitors from over 200 countries which attests to global concern about the impact of wireless radiation on our health and on the environment.

EMR Safety reached one million page views on April 7, 2017, two million page views on March 11, 2019, three million page views on July 14, 2021, four million page views on February 22, 2024, five million pages on November 12, 2025, and 5.5 million pages on June 11, 2026.

More than half (56%) of visitors were from outside the United States with Canada, United Kingdom, France, India, Germany, China, Hong Kong, Russia, and Australia represented the most.

You can also look up articles by the month and year they were last updated in the archive, which is located in the right-hand column. Click on the month and a list of articles posted that month will appear. Then click on the article’s title, and it will take you to the post of interest.

Each month I update a summary of peer-reviewed research on health risks associated with wireless radiation including the cancer risk, reproductive harm and neurological disorders. The complete collection of abstracts which contains more than 2,000 scientific papers since 2016 can be downloaded as pdf files.

Finally, you can find topics of interest by using the Search Box at the upper left hand side of the page:

The most popular posts address 5G radiation, cellphones and health, the role of cell phones in increasing cancer or tumor incidence, and EMF in hybrid and electric automobiles.

CDPH Issues Guidelines on How to Reduce Exposure to Radio Frequency Energy from Cell Phones

SACRAMENTO – As smartphone use continues to increase in the U.S., especially among children, the California Department of Public Health (CDPH) today issued guidance for individuals and families who want to decrease their exposure to the radio frequency energy emitted from cell phones. Although the scientific community has not reached a consensus on the risks of cell phone use, research suggests long-term, high use may impact human health.
"Although the science is still evolving, there are concerns among some public health professionals and members of the public regarding long-term, high use exposure to the energy emitted by cell phones," said CDPH Director and State Public Health Officer Dr. Karen Smith. "We know that simple steps, such as not keeping your phone in your pocket and moving it away from your bed at night, can help reduce exposure for both children and adults."
Cell phones emit radio frequency energy when they send and receive signals to and from cell towers, and some scientists and public health officials believe this energy may impact human health.
Meanwhile, cell phone use in the U.S. has increased dramatically in recent years. About 95 percent of Americans own a cell phone, and 12 percent rely on their smartphones for everyday Internet access. In addition, the average age when children get their first phone is now just 10 years old, and a majority of young people keep their phones on or near them most of the day and while they sleep.
"Children's brains develop through the teenage years and may be more affected by cell phone use," said Dr. Smith. "Parents should consider reducing the time their children use cell phones and encourage them to turn the devices off at night."
The new CDPH guidance includes practical steps both adults and children could take to reduce exposure to radio frequency energy from cell phones. That includes:
  • Keeping the phone away from the body
  • Reducing cell phone use when the signal is weak
  • Reducing the use of cell phones to stream audio or video, or to download or upload large files
  • Keeping the phone away from the bed at night
  • Removing headsets when not on a call
  • Avoiding products that claim to block radio frequency energy. These products may actually increase your exposure.

Electromagnetic Radiation Safety: What are the Most Popular Topics?

The most popular posts on the ElectromagneticRadiation Safety website have been discussions about the wireless radiation emitted by three cell phones: Apple’s iPhone 6 and Samsung’s Galaxy S6 or S7.

Other popular topics have included Wi-Fi and mobile phone use in schools, electromagnetic radiation in hybrid and electric cars, cell phones and brain tumor risk in adults and children, Berkeley’s cell phone “right to know” law, and cell tower radiation effects on wildlife.  The links to these articles appear below.

In its three years of existence, the EMR Safety website has had over a half million page views and has been visited by people from more than 200 countries. The most visits have been from residents of the United States, Ukraine, France, Canada, Russia, India, United Kingdom, Australia, Germany, and Israel.

Oregon: Cell Phone & Wi-Fi Safety Warning Legislation

The bill would prohibit retailers from providing a consumer with a cell phone unless the phone and its packaging contained a specific label.
"(2) A retailer may not willfully or knowingly sell or lease, offer for sale or lease or otherwise distribute a cellular telephone in this state unless the cellular telephone bears a label that:
(a) Is conspicuous, legible and nonremovable;
(b) States in bold letters:
“WARNING: This is a radio-frequency (RF), radiation-emitting device that has nonthermal biological effects for which no safety guidelines have yet been established. Controversy exists as to whether these effects are harmful to humans. You may limit your exposure to RF radiation by limiting your use of this device and keeping it away from the head and body.”;
(c) Is affixed to both the front and back of the packaging of a cellular telephone; and
(d) Is affixed to the back of a cellular telephone and occupies at least 30 percent of the back surface of the cellular telephone."

Oregon House Bill 3350

Oregon State Representative Alissa Kenyguyer has proposed House Bill 3350 which directs the Oregon Department of Education to prepare a statement that would disclose the potential health risks of wireless technology.

The bill requires public and private schools to distribute the statement annually to school employees and to parents of students. The bill declares an emergency stating that such an act is necessary for the immediate preservation of public peace, health and safety.

The bill was introduced on February 27, 2015 and was referred to the Health Care Committee on March 6.

If the bill is adopted, it would take effect on July 15, 2015.
